Dr. Manzoor Ahmad, Ambassador and Permanent
Representative to the WTO Geneva

Dr. Manzoor Ahmad is Pakistan’s Ambassador and Permanent Representative to the World Trade Organization. During this period he has served as the Chairman of the WTO's Committee on Balance-of-Payments Restrictions. Currently, he is Chairman of the WTO Council for TRIPs (Special Session). Prior to taking up his present assignment he served as the Head of Customs Administration, in the Central Board of Revenue in Pakistan.
Ambassador Ahmad has an extensive background as a customs expert and trade diplomat. As Member Customs CBR, he oversaw the modernization of Customs laws and procedures leading to major changes in the working of the Customs Department. Earlier he headed various regional Customs offices in Pakistan. Inter alia he was a leader/member of Pakistan’s negotiating teams in various trade liberalization and facilitation forums in South Asia and Central Asia including SAARC and the ECO. He has served as a resource person in numerous fora both at the National and International level dealing with trade facilitation and WTO issues.
From 1986 to 1995, he worked for the World Customs Organization (Brussels) as a Deputy Director for its Tariff and Trade Affairs Directorate. He was actively involved in the implementation of the Harmonized System. Earlier
Ambassador Ahmad received his B.Sc (Hons) and M.Sc from Peshawar University and his PhD from the University of Hull (UK).
